Dr Monica Nolan is a global public health leader with 30+ years’ international experience, including in senior leadership and technical roles with public, non-profit and academic institutions. She is recognised for her expertise in wastewater-based epidemiology, outbreak response, and health systems innovation including through an ongoing consultancy with WHO.

Promoting Health4All Pty Ltd (PH4A) is a values-driven, Australian-owned private company dedicated to advancing equitable, evidence-based public health for all. Formally registered in February 2025 (following a restructure from a sole trader consultancy active since July 2023), PH4A builds on decades of global and national experience in health systems leadership, environmental surveillance, and implementation science.PH4A provides services across program design, consortium coordination, stakeholder engagement, and public health field operations. At the invitation of our laboratory partners, we are leading the Aus-SWEEP consortium bid to provide services for the national wastewater surveillance program.Recent work includes:
- Leading a national scenario planning workshop on emerging priority pathogens, involving all Australian jurisdictions and multisectoral partners
- Coordinating pilot wastewater surveillance projects in five jurisdictions for pathogens such as mpox, Japanese encephalitis virus, and avian influenzaPH4A is supported by a growing team of highly experienced public health practitioners with deep expertise across:- Environmental engineering- Microbiology and laboratory science- Grants and program management- Business strategy and operations (including MBA-qualified staff)Together, we deliver practical, collaborative solutions that bridge science, policy, and public health action — with equity at the core.
